It is possible to cry underwater. You can't control your emotions in times of trouble. This doesn't mean, however, that your eyes would not get stinged. If you are to cry, I'll suggest wearing goggles.

Yes... crying is an emotion... it can be felt and done anywhere and at any time...
If he's referring to tears... yes... they are still produced... even underwater... tears are simply saline solution (salt water) that is excreted from eyes... for a variety of reasons (everything from dirt/particles to allergies to crying)... just because you're underwater doesn't mean that your body loses any biological/physical or emotional function (aside from the obvious... the ability to breathe uninhibited)...
