What is causing my wiper blades to stay in the up position when I turn the off?

The wiper motor has a "PARK Switch" built into it. When the control switch cuts power to the motor, the park switch continues to provide power until the motor reaches the park position and then the switch is mechanically opened.
When this switch fails, it cannot provide the power required to park, so the wipers stay in the position they were in when the power was shut off.

All this to say, replace the wiper motor assembly.
It isn't a difficult job, but the assembly isn't cheap. You can sometimes locate a rebuilt for a LITTLE less, but i am not sure that the difference is worth it.

Ironhand is a good technician, but I may add some more. Yesterday i fixed the same problem, I repositioned the linkage arm to the opposite side of the wiper motor and re adjust the wiper blades. It now works well. Hope it will work for you too.
