Several things enter in here.
Fuses are the first thing to check, but after that, it is time to check the PCM for Diagnostic Trouble Codes.
The PCM will store codes and not illuminate the MIL if the code is NOT related to emissions.
Your CC is managed by the PCM, and if there is an input sensor failure, or if the servo command has failed or shorted, or if there is a wiring harness broken, then the CC will not engage.
If the fuses are good, ask the nice folks down at the local discount part store if they might retrieve your DTCs for you.
If there are any stored, DON"T clear them until the repairs are made.
Use the DTCs for reference and a repair manual for proper diagnostics and subsequent repairs.

Good Luck

i own a repair shop, and first off you need to check the fuse for it,,everyone going to say that ,but after that if the fuse turns out to be good you need to check the relay for it that is one of the most common things that goes bad on those cars for the cruise control,i have replaced a lot of those in the past few years, but this is a good starting point to find the problem,,good luck,i hope this help,s.
