Hmm....you don't. ; ) I have been in that situation numerous times. I just strike up an interesting conversation, and go with that. Usually when a classy woman dresses hot, they probably have been hit on by everyone else...I'll be the one that is a little different from rest...a nice handsome compliment. ; )

Well, you should never date someone solely on that reason. But usually if I'm attracted to their looks and personality I would say something along the lines of...
"Aside from you're phsyical qualities, here is what I like about you...."
