The Fourth Amendment bans unreasonable seachers and seizures and requires probable cause for a search warrant before the government or police can search and seize. However, the police can search your car during a traffic stop (called a "Terry," stop) if they have a "reasonable suspicion."

"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

No, it is not a bar to all search. The text very clearly specifies UNREASONABLE search and seizure - making REASONABLE search and seizure just peachy.

Furthemore, it specifies that probable cause is justification for a search warrant. Anybody who's seen an episode of CSI should know this : )
