like some people have leadership positions for example like.. class representative or club representative.. how better chance do they have than i do for getting into a college like UC san diego, LA etc. and do freshman year gpa count? because my freshman year i had a 3.13 and from sophomore i started to get like 3.75-3.9. i had orchestra for 4 years and.. track for 3 years.

You don't need to rule the club for it to look good on your application if you participated, that's plenty enough to play in your favor.

Yes, frosh grades matter, but improvement counts for a lot. They'll see you got better with time and favor that (as opposed to seeing a decline in grades from frosh to sr. yr).

Track and music are good to list.

But if you grades are unweighted, you might still have trouble depending on the program you want to do. I applied to UCSD with a 4.3 GPA back in 1998. i got in easily -- I had great SAT and ACT scores to back me up.

If you don't have enough AP and Honors cred or test scores, don't apply as a bio major to Revelle. You won't make it. Instead, try an "easier" college like John Muir, Eleanor Roosevelt, or 6th College.
