My Add/Remove Programs is gone.?

I also couldn't check yahoo/gmail/hotmail when I logged on to the internet, but I seemed to navigate other pages just fine. I thought that I should upgrade to IE 7, but now I cannot log in at all and since my Add/Remove is gone, I cannot uninstall it. So now I cannot get on the internet (I'm using my brother's computer to write this.)

I try logging in with Safe Mode and see if I could connect to the internet that way, but the Add/Remove doesn't even show up. HELP!

Hi Mary, I'm not sure what might have happened, but let's see if I can help. First off which Windows version do you have? If you have XP or ME, turn your computer on, go to start, all programs, accessories, system tools, then system restore, you're going to set your computer back in time, to a time that you remember things working, that's the first thing we'll try then we can work from there. Inside system restore you will see a calendar, pick a date that you remember things were ok and you could log on, probably before you installed IE 7. follow the prompts/instructions and go back to that date, then we can work from there to fix other problems, leave me your email address through the contact me on here and we'll see what we can do.
