Perhaps, that certain website was accidentally placed in the restricted website. If you are using IE, you just click on Tools > Internet Options > Security > highlight Restricted Sites icon > click on Sites button & then remove your website from there.
If that website is not there, then it implies a diff issue. It might be your firewall or security settings which is keeping from connecting, so try temporarily disabling your firewall. If it allows you to access the website with the firewall off, you need to adjust its security level.
You can also call the webhost to verify from them if something happened to the site.

Its possible that that sites owner is blocking your IP block or your particular IP address. If you have a DSL/Cable connection, you can reset your modem and get a new IP address. If that doesn't work use a proxy server like proxify.com to access it.
