A cormorant is a shorebird. Totipalmate refers to one of the characteristics of these birds: all four toes are united by webbing, so that they are stronger swimmers. Boobies are another totipalmate swimming bird.

A cormorant is a bird. (seabird I think). I presume a totipalmate is a specific type of cormorant
