There's no way of checking (as of yet) to see if there are four billion stars. They'll just have to take your word for it. Its probably not that important to them anyways.
But you can check to see if the paint is wet. You should never believe anyone 100% anyways. That's how you become a fool.

What? Oh! What happens is that people think there are 4 billion stars, so they check with you to see if it's true, and if you say the same thing, they think, 'Hey! I must be right!' and they can't go out there and count stars and invisible stars and non-existent stars, but if you say the paint is wet, they can check, and they might not now it for sure. It's just mind stuff.

To the first question: Nobody really cares how many there are, and they just want to end the conversation.
Second: Paint is always wet and its fun to touch wet paint.
