Topcoat is not meant for basecoat but if you cannot provide your self a basecoat then topcoat will do. (Remember: I won't provide a good nice-looking basecoat as long as a normal basecoat!)

it is not meant for the basecoat, that is why it is called top coat. but if you don't have any base coat then i am sure it will provide the same purpose that you are looking for. It should be fine. hope i helped! :)
