I claimed through Ebay for an item I bought (was sent a broken item and buyer refused to accept it back long story that got quite nasty!) Use The Dispute Console for all correspondence so that they can see what is being said. it took 8 months but I got back all but £50 of my money.

I opened a dispute with paypal over an item I paid for but never received. It was under £20 but I got my money back within a couple of weeks. I don't understand why they can't do anything about it, unless the guy in question has sinced closed his account or something. After all the charges they impose for everything else, you'd think their insurance or whatever it is would just cover it and they'd give you the money. Keep bugging them about it and find out why they can't do anything. Why should you be out of pocket?

I run a small business here in England. One man paid me via Paypal (based in the States) and 2 months later wanted his money back. He appealed to PayPal. His appeal was rubbish and Paypal promised to investigate. Next we knew Paypal had tried to access our company bank account !!!! We wrote to complain that we strongly disagreed with the original complaint. Paypal then said they reserved the right to decide ! So we switched our bank details. Paypal should be exposed as a bunch of hucksters. They promised a full enquiry but did absolutely nothing. We sent them all the data showing we have given the services the man originally paid for. Now Paypal send US a bill !!!
What the hell is going on ? And they simply never wrote back to us. Multiply this experience times thousands. It's totally wrong.

I entered a dispute with some low life, lying, lazy, Dumb wit, newby seller - I bought a LOTR figure (£21) & he sent it 3wks later in a jiffy bag - SURPRISE SURPRISE !!! the figure was totally crushed & damaged. He promised a refund, which never happened.
I went through the dispute process and won but paypal only managed to recover £6. I think what they refund you is dependant on what is in their paypal account (which is managed by e-bay).
There is one thing on your side though - the amount - £210 it means that you can take him to a small claims court. Threaten him with that, I'm sure that he would not want to go court. Check things out with your local Citizen's advice Bureau.
Make sure you print off & keep ALL e-mails, invoices etc, they are your proof.
Also check out trading standards - If he is a business seller this may affect his trading status.
Do not forget to leave negative feedback !!!!

You are wasting your time trying to deal with Paypal. They are a faceless firm who will not be held accountable to anybody.
Money talks, though. So I recommend you contact your credit card firm: most have internet fraud protection, and most are very very good about it. They will recall the money from Paypal and give it back to you - in full. Paypal can in turn attempt to recall the money from the seller (or they can simply go to hell, who cares!)
Best of all, the card firm will charge Paypal a fee for recalling the money. So it is Paypal who pays the fee, and you're sitting pretty.

If you paid via credit card, dispute the charge with the credit card company. Paypal is really bad about the dispute process.

Paypal would act instantly if you owe them money ( commission for your sales ). Otherwise it's very very hard for them to act.I was in the verge of getting ripped by a certain "DAVID LATAL VIA PRENESTINA 54, 00030 Rome Italy" who said he was an Ebay agent !!
Ebay never took any action regarding 3600 euros.

The reason they can't do anything is they rip off artist probably drained the account before PayPal could get funds to reimberse you,

I have lost money on a dozen transactions because of the arrogance of ebay and paypal.
They have you by the short and curlies and they know it.
Unwilling to reply to emails, when they do they are stcok answers unrealting to your issue.
I so much want a rival to ebay!
