Because there's more to pc security than an anti virus.
Use the pop up blocker built into your web browser, its in tools - internet options.
Use Firefox instead of Internet Explorer and install the AdBlocker plug in.
Install and run an anti trojan(spyware) and an anti adware.

Before attempting to remove malware you must switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.

Then beef up your security. Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for personal use;

You need to install one firewall.
The Windows firewall doesn't stop malware on your pc from dialling out.

Instal both these web browsers, turn off javascript on one and use that browser for vising unknown websites. They don't support Active X so thats one less way for problems to get on your pc.

Norton actually sucks a lot. Uninstall it and use other security software. Norton eats up system resources, adds at least 3 extra processes at any time, and is attacked a lot. My suggestions are:
- Anti-virus: AVG Free
- Firewall: Windows Firewall or Zone Alarm Free
- Anti-spyware: Windows Defender and Spybot Search & Destroy
- Popup blocker: Use default in Internet Explorer 7, Fire Fox 2, or use Google toolbar

Fire Fox's popup blocker is very smart, so try that.

More than likely your PC is infected with adware, that why you are getting pop ups. Use these scans to remove it.

Norton's rubbish - go with your own provider for security (pop-up, firewall, anti-spam, anti-virus, parental control). Norton's free - that's why you're having so much trouble. Pay a little extra, stay safe.

The ultimate answer to viruses, spyware, malware and adware etc which hijack Windows is to try a much better operating system - Linux - which is immune to all these nasties.

I know it sounds a bit radical, and it is - but it's the long-term answer.

Norton works well but it makes your computer REALLY slow I suggest you get a different one.

IT'S NOT VERY GOOD , D/LOAD , AVG, ZONE ALARM'S , AND WINDOW'S DEFENDER , ALL FREE AND GOOD

I HAVE HAD NORTON AND MCAFEE GOT RID OF THEM BOTH
