It is bad etiquette in any case, sorry. I think if someone has bad table manners then they should not eat out at all.

Well I would suppose it depends on the culture, but in the US it could be construed as inappropriate...
But again, it would probably depend. Might be totally appropriate at Hooters for example (never been there so don't really know...)
