Hmmm, I bet it doesn't say whether the angle is taken from his toes or his eyeballs - a 5 foot difference in the height.

You need tangent for this.
Tangent of angle x = Opposite / Touching
Opposite is the height,
Touching is how far away the guy's toes are.

If I am reading your question correct. You need to use the tan x= opp/adj. In your case it would be tan X= 420/2000; tan X= 0.21; X= inv tan (.21) ; X =12 degrees to the nearest degree.
