Hm... Well, now you got me thinking... Well, we're all big melting pots of our surroundings and genes... also, we're prisoners of our bodies and minds, and I believe that the mind of an infant is unable to form words and sentences... It's a very complicating process that we take for granted... first observe what is happening, process that, think about what to say, then actually make the effort to speak it-- I might've missed a few steps there... They just haven't learned how to do that correctly, I think.
I don't know much about infants, but that's just what common sense tells me... To add a bit of humor, I believe infants are too busy crying to talk... :-)

It has already been confirmed that infants do indeed communicate, but it is on a very primitive/ basic level.
