In Firefox (applies to at least version 1.5 and 2)
Go to Tools > Options > select the Content tab, and check "Enable Javascript". Click OK

In IE
Go to Tools > Internet Options > select the Security tab, and click Custom level. Scroll down to the Scripting section and select Enable for Active scripting. Click OK and click OK in other window.

Under Preferences in the menus. I use Firefox, so it's under Edit. I think Internet Explorer it is under tools. Then there is a tab for Advanced. Then you check the box next to javascript.
