An easel, paint set and canvas. Saw the easel and paint at Sam's Club for $50 or so. A canvas depending on size will cost another $10.

How about a mosaic kit? This is something he/she can use to make gifts for other people in the future, which makes it twice as useful!
Check eBay or a local craft store. They sometimes even have these at Wal-Mart in the craft section.
