Ok, First off if you're going to do a crazy eye look you have to make sure you have a good canvas. Make sure you prime your face really well with foundation and conealer and use a super pale lipstick on your mouth to make it math your skin tone. If you dont have any pale lippy you can always just dab a bit of your foundation on your lips instead, it works just as well.

Then, keeping in mind the shape of your eyes, line your top lid with thick black liner (liquid is probably best for this look as it gives the sharpest lines) and your upper crease. Join these lines together so that they resemble a cresent moon shape. Then do your lower lash line. If you want you can add little lines underneath your eyes for the eyelashes in true mod fashion, but it's kind of tricky and isn't essential to the look.

Once the liner is finished and has been given a few minutes to dry (so as not to smudge) you can sweep on a either a white or neutral toned shadow into the shape on your top lids.

Finally finish up with a couple coats of mascara on the top and bottom lashes, adding falsies If your natural eyelashes are on the short side.

the key is a stark contrast...start with a base of matte white eyeshadow over the entire lid...the go with a sparkly white on the brow bone....try a slate grey over the bottom lid applied with a brush, then go with a long line of black liquid eyeliner, apply some lush false lashes and some extreme volume mascara...

for a really distinct look line the inner lid with white liner and bottom lid, brush on like a turquoise blue or other really bold colour and put mascara on bottom lashes as well...

have a really well groomed brow with some brow pencil in a complimentary colour...

put some highlighter on your cheek bone, subtle blush and some matte nude lipstick really make this look pop!

Hope this helps!

PS check the link I included as well, it is not the same as what I said exactly but gives you a good idea on how it is done visually...
