I'm attaching a new plug to a vacuum cleaner power cord. The plug is polarized (one wide prong, one thin prong). The instructions say wire the ribbed part of the wire to the wide prong but the wire from the vacuum cleaner isn't ribbed. It's just a black insulated cord with two insulated cords inside, one black and one white.

Is it correct to assume the wire in the black insulation is the wire that gets connected to the wide (polarized) prong?

White wire to the wide prong.

Black is brass (gold coloured terminal)
White is bright(lighter colour and the small blade or slot)
Green is ground
as i read your question the answer is yes

with a vac it does not matter
