40C is over 100F so i imagine that this is a question based on the thermal conductivity of the materials.

The order of thermal conductivity from high to low is:
Sand, Concrete, wood. Because sand has the highest thermal conductivity it's temperature will be the highest and therefore the most uncomfortable. If you've ever been on a beach on a hot day you will agree.

sand. boardwalks are usually just above water, so there's the possibility you'll get wet. concrete roads have cars on them and you wouldn't want to get hit.

permit the readings in F and C scales be the comparable at t degree. hence, (t-32)/9 = t/5 => 9t=5 (t-32) [after bypass multiplication} => 9t= 5t-a hundred and sixty =>9t- 5t=- a hundred and sixty =>4t=- a hundred and sixty =>t=-a hundred and sixty/4 =- 40 levels.for this reason at - 40 levels ,the readings would be comparable
