well first of all your cable Internet is not the problem i can tell u that now i would suggest deleting some programs by going to start control panel add and remove programs that you don't use.Second you go to start all programs accessories system tools , then disk clean up might take a while after ur done with go to disk defragment found under disk cleanup

There is a possibility that your Anti Virus is checking everything and is slowing your machine down.
Check the settings on your AV.
Check what else is running at the same time and switch off unnecessary apps

how long have you had it? you can go to all programs, accessories, and disk defragmenter and that should help a little. When you erase stuff, it justs sits there as used up memory so to actually get rid of it, you need to do this. If you never done this, it might a couple of days so do it when you don't really need your computer. You also might have a virus.

You can spend your time and money dealing with viruses and spyware, or you can stop using the world's least secure OS. Windows has always been trouble, and it likely always will be. Get a Mac and start enjoying your computer!

Go to "www.ccleaner. com" it's a free download that will clean all the crap out of it. Then defragment & you should find an improvement.
