There are only two things that make anything manufactured of high quality or low quality.
First is the material used. Top quality material will make a better product than low quality. Next is the workmanship that goes into its manufacture.
Price, which usually has little to do with quality is determined by the pricing policy of the manufacturer and the amount of advertising that goes into its selling.
A well known brand name is no guarantee of quality. It is a guarantee that the company has poured gobs of money into making itself known.
Learn to judge material. Know what is best , and why it is best. Examine the workmanship, and learn the best from pretty good, from passable, or poor.
If you buy by label, you're not necessarily getting your money's worth.

Expensive implies there is a price tag attached to the good. In American society I do think more expensive does mean higher quality. this theory is not full proof. and here is my example: A high performance automobile could hit the show room with a sticker price of $88,000.00 months into the purchase the buyer may discover there was a glitch in the entire electrical system of this particular model & make. This would be an example of "not always" in answer to your ?.

Depends on the goods. Lots of top brands (clothing, electronics, etc) have cheaper lines that simply don't bear their name, or lines designed to showcase their logos for those who feel the urgent need to show off.

Most anytime I've bought cheap, I've gotten cheap.
When I've bought more expensive, generally I've gotten better quality.
