Wondering if anyone can answer what sounds like a simple question.. I installed IE 7 and I have no toolbar.. Im actually looking to pull up my favorites. Is there a way to get a similar toolbar back?

I assume you are new to such tab browsing look. Moreover, IE7 made it difficult for new users.

You can access to the bookmark drop down list by clicking on the "star" icon to the top left of the screen(actually just to the very left of where you see the first tab).

if you want your old setting back, just right click on the empty space above address field and click menu. the old menu bar will show up.

As a side note, I highly recommend use alternate browser like opera(www.opera.com). It is fast and more secured(http://en.wikipedia.org/wiki/Comparison_of_web_browsers#Vulnerabilities) . the best thing is that you can make it look in whatever way you want. You can use skin to change its interface to look like your old IE, if you want to. definitely worth a try.

That's just how the interface is. They removed the top toolbar and moved it elsewhere. I don't use IE, I only downloaded the beta to take a look, but I think it's in the bottom right. You can open a dropdown menu or something.

If you don't like IE7, you can just uninstall it from Add/Remove programs in your control panel and it'll go back to IE6.

I would just switch to Opera or Firefox if I were you. Very secure and customizable browsers.

What do you mean no toolbar? Do you mean you have no address bar and etc? If so then that glitch happened to me a few times, I only had the browser but no menu or anything. I'm not exactly sure how to fix it but I believe it has something to do with your cache so you might want to wipe that and reload or use a different manner to open it (do not use the desktop shortcut but use the one in the Start menu) I'm not sure why that helps but it worked for me. Anyways, I'm pretty sure that IE 7 is meant for Windows Vista so other Operating Systems will have issues with it because Vista is completely new code.
