Perhaps it's just a personal preference, but I like to learn more and more about the world of a book as it progresses, instead of wading through pages and pages of description and pontification on the people and scenery. As we move forward in the story and grow closer to the characters involved, we can slowly build up an understanding of the universe they inhabit. Good luck.

I agree completely with the second answer. Don't throw it all at the reader at once, let the world unravel as you journey on through the story.

at the beginng
people need to know the scenery and how things are to make everything else in the book make sense.
but don't make it boringly detailed
