Because you need a volume the size of a pinch of salt, and as it gives of alpha radiation can be hidden from a radioactive source scanner very easily.

The offending material used in the murder of Letvienco could fit on the end of a pin. Quite easy to hide I would suspect.

If its smuggled in then a Geiger Counter is not used. hence it's presence is not known.
A Geiger Counter is used to test for radio-activity.
