From writer to writer, try doing a bit of research. Look at the names of cities and towns that actually existed during that time, then mix and match sounds and syllibles to make your name look like it might've existed.

Or, you could sit down and create a history for your city. Who founded it? Who ran it? Who conquered it? Those are good reasons to name and rename towns.

I'd get more creative with my answer, but I'm a fantasy writer, and not sure if you're in my genre.

I think that before you write a story, you should improve your spelling and your construction of sentences. I am not trying to sound harsh, but if you want publishers to even look at your work, you have to have construction of sentences and spelling in mind. In total regard of the description of your story, I believe you should name the capitol city Beauregard, it is unique and the name of a type of sweet potato, but it also sounds fancy and english.

Winchester was the capital of England from 1519. I can't see your problem with using the real name

I agree with Lilu 100% about everything. Also her idea to name the capital Beauregard is a wonderful idea.
