why can't I see background graphics, or pictures on my computer?

I'm assuming you are talking about while surfing the internet. Chances are that pictures are disabled in your browser.

If using Firefox click on Tools >> Options >> Content tab>> Ensure "Load images automatically" is checked.

If using Internet Explorer try Tools >> Internet Options >> Advanced tab >> Scoll down to the Multimedia section >> Ensure "Show Pictures" is checked.
