Which version of IE you are using? I recommend to update to IE7. For the first time, IE has realized the need for tabbed browsing in IE7. The new pages will open inside the same window as tab. So, it is expected to be faster.
Now, your opening link in new window can become slow due to many reasons. You should delete temprary internet files. You can do it from tools>properties within IE and can also use third party software like ccleaner(but not absolutely necessary). Also, your connection speed is important. Check your firewall and antivirus setting if it is causing any problems. Sometimes firewall slow down things. I recommed zonealram for this. You need to allow the browser full access. another thing is that reduce the number of background tasks(the icons you see in the right bottom corner in windows).
The best suggestion I can give you is to use alternate browser such as Opera(www.opera.com) or firefox(www.firefox.com). personally, I like opera as it is very small size, lighting fast(http://www.howtocreate.co.uk/browserSpeed.html#winspeed), has all features bundled in and has best security record (http://en.wikipedia.org/wiki/Comparison_of_web_browsers#Vulnerabilities).

Well that depends on a couple of things , first your internet connections , the site you are trying to open and the IE it self, Now to narrow this download , FIREFOX ( the best ive used ) and give it a try doing the samething as with IE. Now in IE try to clear your cookies then verify your mem , why the mem , cause sometimes if theres a virus , spyware or whatever it will eat up a lot of MEM if you try to open more than 1 page at a time

If you don't have this problem with your other browser, that means that it is not a pc but an IE browser issue. If you don't a browser aside from IE, you can try downloading mozilla firefox--just search for it in the net for a free download. However, if you have same issue for the rest of your browsers, then I would say that you have a computer problem.

could even be yet another problem with IE. You only need to do a search on here to see how many people are having problems with IE7. The best thing to do is download Mozilla Firefox available from www.download.com. Its faster, more user friendly, easily customizable to suit your need and no problems.

Yeah heres the solution. Download this software below called Ccleaner. It removes unused and temporary files from your system, allowing it to run faster and more efficiently, and giving you more hard-disk space ccleaner. It checks for errors and repairs it.
2ND Step
Go to the start menu on the bottom left on your computer screen. Click on it then go to all program, accessories, system tools, disk defragment. This program will speed up your computer.

Another common problem could be that you have more than one IE toolbars installed and they take too much time to load.
Make sure you don't more than one (I'd suggest Google or Yahoo!) and either uninstall or disable the rest to see if that helps.
