No. According to various sites on the web (listed below), you probably could but there it is *NOT* recommended due to possible bacterial growth in the porous FIMO material. There are hazards when the FIMO is unbaked, when it is overheated, and if it's underbaked when used with food. So bottom line is NO.

How about use one of those paint-you-own-pottery places where you buy a plain/blank mug & glaze it yourself, then have them fire it for you? This is guaranteed safe.

Maybe you could make a vase for flowers or something instead, if you really want to sculpt something. Polymer clay is usually water-tight, but I would line it (after baking!) with plastic for the flowers.
Or... you could get a wine glass or another ceramic mug and mold the FIMO around the outisde (be sure it's GLASS though, something that can withstand 275 degree heat), then bake that. When it's finished baking be sure you pop everything off and glue it back on with strong glue. Just don't put any FIMO where you would be drinking, and I'm not sure how you could wash it... Probably just with mild soap and water.

You can make a mug with Fimo polymer clay but you can NOT and should not drink from it. It should be for display purposes only.
If you would like to make decorative mugs with a polymer overlay thats different. But again i would suggest for display only.
You can use fimo to cover things like mugs, glass votives even wooden boxes and certain pens.
Would u like you can make Fimo christmas candle votive holders, or something like that so they can be practicle as well instead? They make a nice xmas gift and and alot of fun to make.

First it would be difficult to make a mug from polymer clay that ended up stiff enough to use as a mug, but you could "cover" an existing glass or ceramic mug, etc., with a layer of decorative polymer clay, bake it (no need to remove if it goes all the way around and creates a mechanical hold), then use the mug that way (or even as a pencil cup, etc.).
It's best not to have polymer clay somewhere it will be contacting the inside of the mouth though in case it hasn't been throroughly cured and still has a bit of unhardened plasticizer in it, etc., so your option there is to cover most of the mug, but leave the rim free.
When you say you want a polymer clay "mug for Christmas," you can make a clay-covered mug look Christmas-like in lots of different ways... for example, just by using xmas colors and/or metallic powders/leaf/etc, or by using xmas images (little molded clay items to attach to the clay covering, for example, or even "canes" which have images of xmas items or which use xmas colors).
