So far everyone is correct on this. To report them you have to log on to ebay (of course), go to the site map, scroll all the way down to the heading that reads "Dispute Console", click on the "report an item not received", and there are step-by-step instructions from there.
Coincidentally, if you list an item that someone bids on but doesn't pay, you can do the same but click on "report an item not paid for" and submit a non-paying bidder strike. You wait a week, and ebay goes after them in a nice manner. If after the week period you don't get paid, you can submit a strike against them and you will get credit for the listing fees of your item. However, another alternative could be to contact the second highest bidder if your item received bids from more than one person.

Get in touch with them and ask if the goods have been shipped, and find out how they were shipped. In most cases, there is a transaction number so they can follow the progress and tell you exactly where it is at any given time.
If the goods have not yet been shipped, get in touch with eBay and they will contact the supplier. eBay is pretty good about making sure people fulfill their contracts.

You contact them with a polite email and see of they have shipped, it. If they haven't or say they did, but you never recieved it, contact ebay and they will help you. They will either get you a refund or make the person send the product. I had this problem a few weeks ago. The guy wound up having to go buy what I had bought and send it to me.

it isn't about legality that's about the regulations of Ebay. in case you bid and win an public sale you're obligated to pay for the article you gained. you may't get out of it. do not bid on a vehicle on ebay when you're anxious about scammers. because in case you win it you ought to pay for it and then ought to ought to sue the guy in court docket later or record a grievance with paypal or your mastercard corporation (kind of charge you take advantage of).

Report it to Ebay. This happened to me. I emailed the person several times. I also reported to PayPal, because that's how my payment was processed. They were able to return my money except for the shipping.

Report it to ebay. Chances are that they are able to withdraw that amount from their credit card and return it to you.
