Typically Harry Osborne assumes the GG costume after his father goes missing or is killed(varies by source) Most times he suffers a breakdown because of his father and also that Peter and MJ hook up.
The Hobgoblin is another villain with similar tech. It is my understanding that in the Comics, Hobgoblin comes first and is a rich kid gone wrong who uses his money to build the Goblin gear and commit crimes. Then Norman (Green Goblin) copies the tech, and modifies it to match his mental defects. when Norman is lost Harry breaks down and becomes the Green Goblin in the comics.
In an early review of Spiderman 3, Harry is referred to as being the Hobgoblin, and in the preview he is shown on the glider, but not in the green armor. so whether Raimi is altering the original story points(I don't think Harry ever learned Peter's Secret in previous material) or if the reviewer got it wrong I don't know. It may be possible that the scene of Harry on the Glider is from a point in the film where the armor has been removed in battle.

Definitely Harry, Peter's old friend. Someone told me that when the first Spiderman movie opened because that's what happens in the comics.

Harry Osbourne is the 2nd green goblin. He has visions of his father who tells him to get revenge on spiderman for killing him.
