The ootray part sounds like someone was sounding out a French word (outre?). It most certainly is not Latin. While felix does mean lucky, it is an adjective - if you want to say be lucky, you would use a verbal imperative.

Fortuna - singular imperative (command to one person)
Fortunate - plural imperative (command to two or more people)

The latin word "felix" means lucky.

I have no idea at all what you mean by "ootray".

be lucky means "es felix" for male people (things) and "es felicis" for female people (things) . I don't know about your 'ootray'
