Don't know that it would have any effect on the president. But it may have a positive effect because the only welfare will end is if there is no longer a need for it. (as a voter pool or what ever)

Illegal immigrants would be pushed out by people who actually need to work in those low paying jobs.

Dr. Phil & Oprah would go off the air as their audience would all be at work.
Soap operas ditto.

Reagan and Clinton pretty much ended welfare already. Today only families are eligible and the requirements are such that many cannot maintain eligibility.

Welfare's purpose was a short term help for people who fell on hard times. The idea was not for career welfare recipients but to give people a safety net in case everything fell apart. Something to give them a place to rebuild from.

LBJ imediately siezed on the idea to basically enslave groups of people. By providing a free ride he and his successors could lock in votes. The requirements became as such that the homeless and temporarily impoverished were locked out of the system. Only full time career Welfare people could really get and use the Welfare system. Proffesional Welfare recipients often traveled from state to state collecting Welfare from multiple states. The paperwork and red tape necessary to continue receiving Welfare basically prevented any useful job search or education. The programs to "help" Welfare recipients into the job market were a joke.

So after years of abuse, rising taxes to support that abuse and events like tens of thousands of Mexican citizens collecting Welfare checks in Mexico the system was closed down in steps. The job boom triggered by the dot com boom allowed Clinton to finish the job Reagan started of dismantling the Welfare system. Not Clinton's idea but a bill he had to sign or face political suicide.

The need for a system the Welfare system was supposed to be is still there. Tent cities in the 80s were a clear indication of the utter failure of the Welfare system to address the need for which it was built. Hundreds of thousands of people were left homeless during a recession. Despite this they were ineligeble for Welfare. No government help of any substance was given to these people. Meanwhile a whole generation was raised on Welfare. People born of Welfare recipients going on Welfare as soon as they themselves turned 18 and expecting a life on Welfare.

So the effect today of cancelling Welfare would be to shift thousands of families to the streets. There is still no effective job training. There have been advances in day care facilities but many of these are questionable as to whether it's safe to leave a child in their care. Fraud is still rampant. Though as a percentage of our budget Welfare went from one of our top expenses to a very tiny part of our budget.

Today disability and social security are our top domestic expenses along these lines. The bulk of our budget goes to the war on drugs and the resulting prosecution and incarceration of people caught up in that war. We spend more on drug enforcement every year than the war in Iraq.

Another huge expenditure is the UN. We are the biggest part of the UN's budget and UN expenditures as well as forign aide are huge parts of our budget. Much of the aide is continuations of Cold war programs that have no advantage to the US diplomatically and hurt us in the long run as we continue to support sometimes despotic governments. When they fall like the Shah of Iran or Cuba's thug who was replaced by Castro. This produces a backlash against the US. The US support of governments like Columbia and especially the Marajuana and coco erradication efforts are very bad PR for the US and very ineffective in controlling the flow of drugs into the US.

Pork in both the traditional and non-traditional sense is also a big part of the US budget. Waste an even bigger problem. For example the Space station could be twice as large and have been completed long ago except Congress kept cutting the budget. This forced NASA into expensive redesign efforts. Soon as they had a design that fit the newer smaller budget Congress would cut it again causing NASA to again redesign the Space Station wasting tens of millions of dollars.

Another huge fraud/waste issue is Microsoft software. Microsoft's constant lack of backward compatability causes many upgrades for the same of upgrading. No value produced. The higher hardware costs and the fact that the US pays for an OS when a better free OS is out there makes any purchase of Microsoft software Government waste. Probably a five cents on every dollar of your taxes is wasted on Microsoft related problems and expenses. Elimanate Microsoft software from the US Gov and it's like finding an extra %5 of the budget. Companies like Ernie Ball strings have realized imediate savings in the first year they made the switch from Microsoft to Linux. Most of the world's major governements are making the switch already. Secure Chinese installations run on a home grown version of Linux. Germany, UK and Spain are heavy Linux users already. In the US many agencies have switched. Large parts of NASA including most of the software for the Mars rovers are Linux shops. Cities like Key Largo and Austin are at least partially moved over. Major corporations like Oracle are in the middle of dumping all Microsoft desktops. Why waste taxpayer dollars?

We also waste millions on the gun registration fraud. Less than a dozen arrests a year result from this multi-milliion dollar piece of pork.

The new IRS system wasted tens of millions of dollars and was scrapped. Yet another case of wasted money from an organization that costs the US Gov billions to operate not counting the court costs and incarceration costs. The IRS has to go! Scrap it and put in a National sales tax or very simplified form. That will cut over a billion dollars out the US budget.

Anyway, in short the political effects of wiping out Welfare will be mostly PR. Images of women and children forced onto the street will flood the news. Budget wise there will be little savings. Individuals will not see a penny of tax savings as the Gov will just use it to enrich politicians like they do with most of the budget.
