sorry i am a man, but: a few studies and quasi-studies (and by viewing 'porn') would tell you all that 'race' is not a big factor, although the largest sizes in the extreme are probably Black men or those with mixed Blood; it is reported that some Oriental men have the smaller ones statistically, but I have seen Thai men with very large ones, especially compared to their body size. The smallest penis are so small as to not be just larger than a very large clitoris, which can resemble a tiny penis in a few women.
By in large you would never be able to judge a man's size down there by his race, size of body, or hand or feet size. That is a fact. So maybe you had better be sure what you are getting before you get too serious, if size is important. But, bear in mind vaginas come in a spectrum of sizes too, so men have the same 'problem'. However, if you really love the person, you will find ways to satisfy each other under most circumstances.

well I can tell you for what I know and for my expirience German dudes have the biggest cak I ever feel inside of me. Specially the skinny and short guys the ones you think they have a little pipi, those are the ones with between 9 and 12 inches
