Passport? ID? Both? And do you need insurance on your car? Also where is the best spot to shop out there?

If you are not a US citizen you need your passport. Americans usually just have a drivers license. They ask you where you were born and if you are bringing anything back from Mexico. I don't know what form of ID Mexican Americans use for crossing. There's a bunch of mexican insurance places on the american side of the border. If you're just goint to Rosarito, you might go without it, I have, but it's a good idea.
The most popular shopping area is on Avenida Revoluccion. One block parallel to it, Avenida Constitucion also has many shops. You can get a taxi down to Rev for $5 if you walk across.
Sometimes this is a better idea especially on weekends because the foot crossing isn't as long of a wait.

After January 1 you will need a passport. That will also work as your ID. Actually, its not needed to get into Mexico, but to get back into the US. As far as car insurance, it depends on how far you go into Mexico. If you are just going to Tiajuana to shop, no you dont. If you are driving futher in, you will need it. You should be able to find it easily in San Diego.
