I've been looking for them everywhere, but I can't find any for juniors... (Oh, and they have to be full-length, not like cargos/crops/shorts.)

You probably won't find a pair until spring/summer, try looking through sale racks, if they still have summer clothing available anywhere.

Maybe Abercrombie & Fitch, since they like to throw bleach on every pair of jeans.

If you're looking for dressy white pants, those types are probably available year round, I think.

I saw a pair at Hollister. Boot-cut and they weren't ripped or torn or anything.

You can decolonize a pant if you really can't find one. Try the malls.
