He unified France.
Up until then there had been only a variety of gothic tribes. Charlemagne brought them under a single government, set up schools to promote literacy (he himself never learned to read; "Too old," he said), and brought in priests to promote Christianity (as well as literacy, since the Church was the main source of education in those days.)
