My questions is is the passport required to go to the border towns like Laredo or Progresso for shopping sprees. All this new law is very confusing because some say one thing and others say something else?

The laws seem to be changing quite frequently but as far as I know you will need a passport to enter the US by air about mid January 2007 and by land borders and sea about June 2009 ( but this date could change, it already has a few times ) I've carried a passport since 9/11 and it really makes life a lot easier for any kind of travelling. I recommend that you just get a passport ASAP and then you're prepared for whatever the laws will be. You are going to need one for all travel into the US eventually. Probably a good idea to beat the rush !

I'm sure that all the rules have changed to state that if you pass over the border, you need a passport. Have it with you to be on the safe side.
