You've first got to love children, imagine what they will love, and you''ve got to love toys yourself. You must already have creativity, but I think you have. Otherwise you would hardly ask this question.
Given that, it will help you to study arts, perhaps more than one direction. Find out for yourself what directions of arts classes are offered in an arts school that suits you and also, which school has which reputation. One direction may be publicity.
To know what kind of toys are good for children (and I hope your goal is not only to create a best selling toy - think of Barbie, adored by millions of girls, but one reason why some got eating problems) you should link the arts with a study in pedagogy.

Art would be useful, since you're going to design them. But I'm not sure exactly what..
