To maintain order and disiplain on the ship. One unique thing about a captain on a naval that the other services dont have, he is responsible for everyone on the ship and the ship its self, and can grant diplomatic clemency to anyone that comes on his ship, because navy ships are considered just Like land of the USA.

at Annapolis you are taught you can delegate authority but not responsibility. A Captain is responsible for EVERYTHING on a ship.....no such thing as "basic"

Like any ship his or her responsibility is to the safety and well being of its crew which goes alongside ensuring the correct operation and maintenance of the vessel. They both together, you cannot have one without the other.
