the only thing i can think of would be warm water with a soft cloth. just be careful you don't peel off or scratch your car.

There is a product sold in some Auto Parts stores made for removing bumper stickers. Sometimes it is sold as bug and tar remover. You will need to read the label to make sure it actually mentions bumper stickers.
Depending on how old the sticker is, I have found that WD-40, saturated on the sticker will take it off.

Try using a heat gun or hair dryer to soften the adhesive on the sticker. Start at one end and work toward the other end pulling evenly and gently on the sticker as you go. If it tears, you may have to use a single edge razor blade to get the small pieces (be careful if it's on a painted surface). After you get the sticker off, clean up the area with a good adhesive remover that can be purchased at any automotive supply store. Good luck.

WD40 if it's on the bumper (chrome), peel off what you can first. 3M has a paint safe remover if it's on a painted surface. You can also try a heat gun (blowdryer) just be carefull not to leave the heat concentrated in one spot for too long. You can melt the decal or blister the paint.

Peel off as much as you can, then spray WD-40 on what's left. Wait 10 to 15 min. The WD-40 will dissolve the adhesive and you can then rub the rest off. Good luck!

kerosene works great too, also it will remove severe road tar, doesnt hurt paint, i use it sometimes when other things arent working so well, use a razor blade to scrape it off
