Cyborg stands for cybernetic organism. That is different from a robot or android which are not alive from an organic point of view. A cyborg would have to rely some outside means of control to be "evil". Otherwise, you are suggesting that the organic host of the machinery is controlling things and is evil.
Next question, how much of your body would need to be replaced by machinery for you to be classified as a cyborg? If your arms and legs were replaced, would you be evil? If you had artificial eyes, would you be evil? I don't believe that cyborgs would be evil. It is more likely that they would be treated with fear and hate and disrespect. They would be as evil as anyone else so treated.

Everything can go wrong. Since Cyborgs are half-human/half-machine, their human weaknesses such as greed, jealousy, self-pity can be expolited, in addition to their robotic side suffering a malfunction or being reprogrammed.
