A good leader leads by ACTION THAN BY WORDS. I think this is the most important quality that makes a leader. The rest includes, Simplicity,Patiance, Love, and ability to unite and guide the right way!

There will never be universal agreement on this because it all depends on what kind of personality you prefer and what your personal circumstances are.
Who are the leaders who are remembered most from history? Some of them might be considered relatively good for some of their deeds but the reasons for some wars might be considered dubious at best.
I think Margaret Thatcher is a good example to use. She became prime minister at a time when the economy was in bad shape. I was barely born in the 70s but what relatively dreary times they looked in most of Britain. No wonder punk was needed. Margaret Thatcher was actually closer to the punk spirit than many people (including many punks) realise- she appeared uncompromising.
Quite a few people think that she widened the gap between the rich and poor but it could also be argued that she encouraged an enterprise culture where many people opened up their own businesses. Yet she was also an advocate of Victorian-style middle-class values which had been going in (but mostly out) of fashion for years. This did not agree with socialists but, if you look at the socialist ideas, they are arguably even more elitist in practice because they don't like the lower and middle middle classes.
Anyway, back to your question, a good leader should be able to make decisions logically and/or emotionally and to know the difference between the two.
There are more qualities that would make a great leader that other people have mentioned- eg. empathy, honesty.

A leader of what? We have had all kinds of leaders. The political, religious, spiritual and on and on. Why do we need a leader in anything? Is it we are so irresponsible, second hand people who cannot think for our selves? In wars leaders don't fight they send others, that's one quality survive, at the cost of others.
A true leader might free himself from the role by educating people to be totally responsible. This would require immense courage and integrity.
Then the question might be 'what qualities make someone a good human being?'

1. Acceptance! You can accept that you are not the best and that the ways you have chosen are not the only ways that are good and are not meant for everyone.
2. Sacrifice! You are prepared to give without expecting anything in return, while also accepting that.
3. Confidence! Be who you are and do what ever you need to do to be yourself.
4. Open minded! Let yourself learn from yourself and others, this is endless, there is always something to learn!
5. Balanced! example: Know when to be flexible and when to be toff, know the right proportions.
The rest of the answers are just as good and should be added to the list or maybe replace part of the list, its a matter of belief, a matter that is the most important of all. BELIEVE IN WHATEVER YOU FIND IS RIGHT FOR YOU while not forgetting the 1st point.

Leadership ... what is a leader.... a leader can be different people at different times. For instance... a Bedouin tribesman may be the best leader if you were lost in the Sahara Desert, a Borneo Tribesman in the jungle, a London Cabbie in the centre on London. Leadership is usually defined by the number of people who choose to follow a certain person at a particular time. It is not something that one can be given as an honour... again an example... John Major... a nice bloke... but for many people, not a leader.
Joseph Stalin... for all of his sins... and there were many.... was considered by many in the Soviet Union as a good leader.... with many old communist still wishing for the old days to return... Strange eh?
So... leadership is far different to management. Most people can be managers... something that can be taught and learnt... Leadership is something indefinable... when its there.. you'll know it.

being a good listener and talker, is able to convey and express his/her ideas clearly and articulately, can function well on their own and within the group, is prepared to be open and be able to take on board other people's suggestions or ideas, they don't judge people harshly and if they criticise someone their views or reasons are seen as valid by the other person, is open to flak and criticism and is prepared to take and accept responsibility for their own actions when things go wrong, is able to take the initiative and resolve matters that get out of hand in a productive and organised manner, a good leader needn't have to possess the IQ of stephen hawking or enstein for example, but they are able to come up with a solution or an answer that sets them on their way in the resolution of the task, problem or situation

Most good leaders are born they always take over in a crises without being asked because they like leadership and do not mind the responsibility's that goes with it . an ability to see a situation and make there mind up immediately is a norm. an ability to handle people without alienating them and make them feel they are contributing is another they also userly are courage's when faced with a problem or a nasty situation and know how to calm it without violence, are very good planners
and always seem to know what to do,without getting into a sweat .Don't you just hate them

He has to be confident and have the ability to inspire confidence. He must have real experience and know the theory. Must be able to say no with ease. He must not be attached to anything. Must know when to use violence and when to aim for peace. Most important thing is that he must be balanced. Not too emotional, not too logical. He must care but be detached. Basically Michael Corleone.
