i'm 46 and don't understand a lot of the new terminology; haven't got a clue what a "slope intercept" is in this case, though the words have their own logic.
but, mathermatically, i was taught that the equation must be done in a certain progression; brackets/simplification, multiplication/division, addition/subtraction. following this process, i would get the answer y = 4, since 0 times x is 0, and 0 + 4 is 4

The standard form is Ax + By + C =0
In your case, A=0, B=-1 and C =4
Thus the standard form is -y + 4 =0
