I won a competition by creating a miniature house -- well, it was about a foot tall, big enough to work with. I used a cardboard box, lots of glue, paint, toothpicks, all kinds of stuff to make it look as realistic as possible. I decorated the inside too, what could be seen through the windows, even had a miniature holiday tree inside. I also put a light inside the "house" to give the illusion of warmth and a more realistic feel. Around the outside I placed twigs to look like trees, tiny Christmas decorations, all with a snowy lawn of course and snow on the roof. It was hard work but lots of fun and I was very proud of it because I created it myself.

If you are in to baking and have the time, you could create an edible scene. Make a gingerbread house with a candy walkway, marshmallow snowmen, a gumdrop Christmas tree and cookie people. Then after the competition, everyone can help you eat the display and you won't have anything to pack up and store.
This should go over well and might get you a few extra votes!

How about some photos of people from third world countries that won't have a Christmas, along with a donation box, then you could send the money off to a charity and make everyone feel better about it !

Research the "Old time" decorations and make some of your own! In this way, you will have some fun and teach a history lesson at the same time.
Decorations were made from all sorts of things. They used old soup can lids, popcorn, pine cone "rosettes", seeds, flowers(Dried) for color, etc. Wooden cutouts were popular too. (You know, you cut out and paint Santa and reindeer, etc.

try using life size blow-up snowmen or nutcracker that will really look cool. get large Christmas trees and decorate them with lots of tinsel and holly and ornaments in a matching theme. get some of the neighborhood people to dress up as Santa or frosty and preform near a large replica of Santa an his sleigh with reindeer. then Santa can come to life and say hohoho on the replica. that'd be nice.
