Clinton never attacked Iraq. The most he did was establish a no-fly zone to keep Iraq aircraft from harassing Shiites from the air. This gave Saddam the opportunity to hone in his radar skills by 'locking on' to American airplanes as they patrolled the no-fly zone.
This 'no fly' zone was established by the Clinton in response to Saddam not living up to the UN charter that he agreed to, following Desert Storm.
