the cheapest way and easiest would be to use PVC pipe and fittings

Depends on whether you want it permanent or portable and how much weight it needs to support.

You could try 3 1x2's the right length, drill hole in all 3, 2" from end through the 1" dimension with a 3/8" bit, use a 5" 3/16" bolt, self-locking nut, and flat washers. Insert bolt through washer, board, washer, board, washer, board, washer, and install nut just enough to be flush with end of bolt.
This will allow the 3 boards to move and twist sufficiently to make a tripod that is "reasonably" solid when set, but easily portable.

For use on "slick" surfaces, put rubber feet on the ends and/or use a string about 1/2 way up to limit the spread of the legs. (Run it through small holes drilled in the 3 legs of the tripod.)

I agree with Aussie. That's how I would do it. Check out all the different pvc pieces you can find really cheap in the plumbing section of any home improvement store, like Lowe's or Home Depot. Ask someone in the store what you'll need to glue the peices together (if you want them glued together) and he/she will show you the two items (forgot what they're called) that you'll need. Also cheap. Good luck.
