Closed toe pumps with a nice high heel, no 2" stubs, at least 31/2 or 4" heels. They are always classic and in great style, and really look good with stockings.

I think you should get some of those winter tie up boots that go about 15cm past your ancle in black or while. Black would probably be the best but eather one would look fab
You could also just wear winter boots their and change into some fancy dancy shoes. A nice closed toe shoe would look nice also. I had a funeral in the winter and I needed some nice shoes so I went to Payless and got some fancy closed toe shoes with a little buckle that were very nice.

You could actually wear boots, those little leather lace-ups that go just above the ankle. They will keep your feet dry, and you'll be the hottest gal there! You can get these in black or white so they should be great with whatever you wear.

Pumps are the classiest and most universal shoes for any dressy occasion. They come in many colors and styles and gererally look best with a 31/2 or 4" heel.

Are you to be inside or outside?
Inside, a nice closed toe shoe, and a strap would be cute and keep them on if you endure weather going in or out.....
Outside I would have to go with the "clumpy" loafer looking thing thats so chic this year.....
