Do you mean to ask 'WHY' didn't Spain join the axis powers?
It is because Spain didn't or doesn't want to be trapped, tricked or dragged into the power play like the USA which was dragged into the Vietnam war by the then colonists there, viz. France, and now in Iraq by none other than the British raj!
